GUIDELINES AND REQUIREMENTS FOR SPECIAL LANE ELIGIBILITY

The Special Lane at DFA Aseana and Consular Offices (COs) is available for walk-in applications from Monday to Friday, during regular operational hours. The following individuals are eligible to use the Special Lane Facility:

  1. Senior citizens
    • A senior citizen applicant must present a valid Senior Citizen ID;
    • A senior citizen may be accompanied by one (1) adult companion who can also use the special lane if they are a relative within the fourth civil degree or a traveling companion. The family member or companion must present PSA documents to prove their relationship with the senior citizen in order to avail of special lane privileges.
    • A traveling companion who is not a relative within the fourth civil degree can use the special lane if they present proof of travel with the senior citizen (e.g. confirmed flight or hotel booking). They must also provide an Affidavit of Undertaking that includes the purpose of travel, destination, and justification for accompanying the senior citizen.
  2. Persons with disability (PWDs)
    • A PWD applicant must present a valid PWD identification card;
    • A PWD applicant may be accompanied by one (1) adult companion. The adult companion may also avail of special lane privileges, provided they are the PWD applicant’s relative within the fourth civil degree of consanguinity or a traveling companion.

      The family member must present PSA documents to establish proof of relationship to the PWD applicant.
    • A traveling companion must present proof of travel with the PWD applicant (e.g. confirmed flight or hotel booking). They must also provide an Affidavit of Undertaking that includes the purpose of travel, destination, and justification for accompanying the PWD.
  3. Pregnant Applicants
    • A pregnant applicant must present a medical certificate/records as proof of pregnancy (i.e. prenatal records, ultrasound report).
  4. Minors aged seven (7) years and below
    • A minor applicant can be accompanied by an adult companion who is either of their parents, a legal guardian, or an authorized representative. The accompanying adult and any other minor siblings can also avail of the special lane during the minor applicant’s passport application.
    • Immediate family members (i.e. parents and minor siblings) must provide proof of their relationship. This requires presenting the eligible minor's PSA-issued birth certificate for the parents. For minor siblings, proof involves documentation that shows their relationship to the parent(s) on their own birth certificates.
    • For legal guardians or authorized representatives accompanying the minor applicant, the companion must present documents proving the right to act for the minor. This includes a court-issued guardianship order, a Special Power of Attorney (SPA) for parental consent and authorization, and other relevant legal documents.
  5. Solo Parents
    • A solo parent applicant must present a valid Solo Parent Identification Card.
    • The special lane privileges may also be extended to the minor child/children of the solo parent. provided that the minor applicant must apply at the same time with the parent, and that the name of the parent is reflected in the child’s PSA-issued Certificate of Live Birth or PSA Report of Birth.
  6. Overseas Filipinos (OFs)
    • Migrant workers, other Filipino nationals and their dependents who live or work overseas may avail of the special lane privileges. This may also extend to newly deployed overseas workers.
    • Applicant must present the following proof of status for special lane access;
      • Valid employment contract
      • Overseas Employee Certificate (OEC)
      • Employment Certificate verified by POEA/DMW
      • Seafarer’s Identity Document (SID) or Record Book with stamped at an international border not more than three hundred sixty-four (364) days
      • Overseas Workers Welfare Administration (OWWA) OFW E-Card,
      • Host government valid residence card
      • Proof of enrollment for students studying overseas
    • Immediate family members (i.e. parents, spouse, children, siblings) must prove their relationship to the principal eligible applicant, who must apply through the special lane.
  7. Individuals with exceptional and emergency cases
    • Medical Emergencies:
      Applicants who need to travel abroad for their own medical treatment or to assist a sick immediate family member or relative abroad within the fourth degree of consanguinity or affinity.
      The family member must present PSA documents to establish proof of relationship to the sick family member.
    • Death Emergencies: Applicants who need to travel abroad to assist funeral arrangements for a deceased immediate family member or relative within the fourth degree of consanguinity or affinity.
      The family member must present PSA documents to establish proof of relationship to the deceased family member.
    • Educational or National Representations: Applicants who need to travel abroad for educational activities, seminars, or to represent the Philippines in country competitions, subject to verification and approval of the Assistant Secretary for Consular Affairs or any duly authorized Officer.
  8. Muslim Filipinos who are intending pilgrims to the annual Hajj Pilgrimage
    • From the beginning of the announcement or Hajj advisory for the official launching of Hajj registration with the duration of four (4) months, all Consular Offices may accept Filipino Hajj participants who will apply for a Philippine passport.
    • Filipino Hajj participants must present a Certificate of Muslim Filipino Tribal Membership issued by the NCMF indicating that the purpose is for Hajj application.
IMPORTANT NOTE
  • Applicants using a special lane for passport application must present valid documentation specific to their eligibility category.
  • Senior citizens and Person with Disabilities (PWD) applicants may opt for either regular or expedited processing of their passport application.
  • All other applicants including companions must pay for expedited processing.
